Labels describe the measured route, not server population. NCSOFT does not publish queue sizes.
Browsers cannot send ICMP ping. Each card times HTTPS requests to a public AWS endpoint inside that geography (DynamoDB regional host). Those hosts sit on the same regional backbone a game server there would use. They are not NCSOFT login or world servers. NA East is mapped to Virginia from player traceroutes; Europe to Frankfurt from community consensus; other corridors are labeled inference. Taiwan has no AWS region, so the card uses Hong Kong — the nearest public edge.
Run this on the PC and network you actually play on. A region a third lower than another is a real gap. Single-digit differences are noise. A low minimum with a high maximum is jitter — usually Wi-Fi. Latency picks a region; the in-game network meter, if the client shows one, is still the last word.
This is application-layer timing, not the game protocol. Treat it as a relative signal: lower is better, and large gaps between regions are real. VPNs and booster apps will change the path. Compare with them off if you want the raw route.
